School Inspection Readiness Checklist (Ireland)

Work through the checklist online, tick items off as you review them, or download the printable PDF for board and leadership meetings.

A free downloadable checklist for principals, deputy principals and boards of management preparing for a Whole School Evaluation (WSE) or incidental inspection.

For most inspection types you get up to ten working days' notice; for unannounced incidental inspections, none. The governance record an inspector sees is the one your school has been building all year - not one assembled in the notice window. Use this checklist year-round.

Read WSE reports alongside this checklist to connect published recommendations to your Board’s improvement actions.

1. Policy Readiness

Policy inventory & review

  • A current version of each mandatory policy exists (Admissions, Code of Behaviour, Anti-Bullying, Child Safeguarding Statement, Health and Safety Statement, School Plan)
  • Each policy carries a clear review date, and that date has been adhered to
  • Policies requiring annual review (e.g. the Anti-Bullying Policy) have been reviewed and signed off within the last 12 months
  • Draft or lapsed policies are clearly identified, with a plan to bring them current

Board approval evidence

  • A board approval record exists for each policy - minute reference, date of decision, or equivalent

Public access

  • The Admissions Policy is published on the school website and available to parents on request
  • The Anti-Bullying Policy is available to all school personnel and published or otherwise accessible
  • The Annual Admissions Notice is published on a publicly available school website
  • Other policies that reference public availability (Code of Behaviour, Child Safeguarding Statement) are accessible without a parent or inspector needing to ask

2. Board Governance Readiness

Meeting packs & agendas

  • Board meeting agendas are issued at least seven days in advance of ordinary meetings
  • Board members receive relevant information - including policy items and financial reports - in advance of meetings

Minutes & decisions

  • Board meeting minutes are complete, accurate and held securely in compliance with GDPR
  • Minutes record decisions - including votes where relevant - rather than just listing items discussed
  • A record exists of any disclosures of conflict of interest that arose

Child protection oversight

  • The board has received a Child Protection Oversight Report at every board meeting, as required

3. Finance Readiness

Budget & reporting

  • The board has adopted a budget for the current financial year
  • Financial reports are prepared and presented to the board at each meeting, with sufficient lead time for members to review them
  • The board has visibility of its current financial position, including grant receipts, expenditure to date and any capital items

Annual accounts (FSSU)

  • Annual accounts are prepared and submitted to the FSSU by the 28 February deadline each year
  • The board has formally approved the most recent annual accounts

Expenditure controls

  • Expenditure vouchers and supporting documentation are retained and available for inspection

4. Circulars & Guidance Tracking

  • There is a process for monitoring new Department of Education and Youth circulars as they are issued
  • Where a circular requires a policy update, board decision or procedural change, that action has been taken
  • A record exists of which circulars have been reviewed and what follow-up was taken
  • Any outstanding circulars have been flagged to the board or principal for action

5. Document & Evidence Readiness

  • School policies, board minutes and financial records are held in an organised, accessible location
  • A consistent naming and version convention is in place, so the current document is distinguishable from earlier drafts
  • The principal or a designated staff member can retrieve a specific document within a few minutes of being asked
  • Documents are in usable formats - not locked in personal email inboxes or on an individual staff member's device
  • There is a clear intake process for new documents, so governance records don't become fragmented over time

6. Building a WSE Inspection Access Pack

A well-organised inspection access pack typically includes:

Policy records

  • Current policies with review dates and board approval records attached
  • Evidence of public accessibility (website links, notices)

Board governance records

  • Board minutes and meeting packs for the current school year
  • Child Protection Oversight Reports from every meeting
  • Conflict-of-interest disclosure records

Finance records

  • Adopted budget and financial reports presented to the board
  • Most recent FSSU-submitted annual accounts, board-approved
  • Expenditure vouchers and supporting documentation

Circulars log

  • Record of Department circulars reviewed and any resulting actions

Key school information

  • School Self-Evaluation (SSE) plan or improvement priorities
  • Progress monitoring evidence
  • Evidence of board challenge and support

This checklist is a practical readiness guide for governance self-review. It does not constitute legal advice or a guarantee of inspection outcomes - always confirm current requirements against the latest Department of Education and Youth and FSSU guidance.
